There is no announcement channel in Telegram, for some reason there is no direct link in the report. New participants get in and see an empty chat.

I dont believe its necessary for the moment. We are starting and the group is not big, so people can find all the information on the Telegram group and engage.
The link to the Telegram Group is ok.
